Ema Dragulj
Acting Assistant Director for Financial Affairs

Ema Dragulj was born in 1978 in Belgrade, where she graduated at the “Josip Slavenski” High School of Мusic, earning the title of Music Associate. At the Faculty of Political Sciences, University of Belgrade, she graduated in 2004 with aBachelor of Arts Degree at the Faculty of Political Sciences, defending a thesis: European Standards in the Broadcasting Law of Serbia. In the same year, she was chosen as a Demonstrator for the course „Contemporary Information Systems“ at the Faculty of Political Sciences in Belgrade.

After years spent working in the private sector,in March 2011,she began her career in the Ministry of Finance of the Republic of Serbia, in the Department for International Cooperation as an Advisor, performing expert-analytical tasks in the field of bilateral financial cooperation, monitoring the execution of financial obligations undertaken under intergovernmental agreements, and also participated in drafting of expert opinions, unified reports and information at the level of the Ministry, cooperated with other Ministries and state administration bodies in order to implement tasks related to bilateral financial cooperation.In September 2015, she was promoted to the position of Independent Advisor in the Ministry of Finance of the Republic of Serbia – Public Debt Administration, in the Projects and Programme Loans Division,and in 2021 to the position of Senior Advisor in the Ministry of Finance of the Republic of Serbia – Public Debt Administration, Group for Contracting Project and Programe Loans and Guarantees. In her last job, she was engaged in the development and implementation of a borrowing plan based on project and programme loans, she participated in negotiations with international financial institutions, foreign governments and other lenders regarding loans for projects and programmes of the public sector of the Republic of Serbia; prepared documentation in the process of concluding, ratifying, implementing and later amending and supplementing borrowing agreements and guarantee agreements;monitored the implementation of projects and programmes based on concluded borrowing agreements and guarantee agreements and provided professional assistance in solving problems in the process of their implementation.

In March 2023, she was elected to the position of Acting Assistant Director for Financial Affairs in the Department for Financial Affairs in the Office for Dual Education and the National Qualifications Framework.

She is fluent in English language (Certificate of Proficiency in English, University of Cambridge) and Spanish language (Certificate for the Spanish language „Nivel Superior D2” by the Cervantes Institute in Belgrade).
